It could be local government, could be state government or it could be federal government, but it has a responsibility to develop, cast, and refine emergency plans. Sooner or later it’s their responsibility to make sure their citizens are taken care of.
Also the government must ensure emergency responders have adequate skills and resources. In other words if you’re living in an area that floods a lot, you’d probably want your emergency responders to be able to take care of that situation, to at least have some training and some equipment to take care of that.
And they must be able to provide services to protect and assist citizens. You and your company’s role is vitally important as well.
